In order to further regulate the second-hand vehicle export market, promote the healthy and stable development of the automobile industry, prevent the export of new cars under the guise of second-hand vehicles, and ensure the quality, compliance, and sustainable development of second-hand vehicle exports, the Ministry of Commerce, Ministry of Industry and Information Technology, Ministry of Public Security, and the General Administration of Customs of the People’s Republic of China, in collaboration with the Department of Foreign Trade, have issued the “Notice on Strengthening the Management of Second-Hand Vehicle Exports.” Below are the key points of the notice:
1. Strict Management of Second-Hand Vehicle Exports
Strict control on exporting new cars as second-hand vehicles: Starting from January 1, 2026, for vehicles registered less than 180 days ago (including 180 days), companies must provide a “Post-Sales Service Confirmation”. Vehicles that cannot provide this document will not be granted an export license.
Regulation of export license application and issuance: The information submitted for the export license application must be accurate, especially the vehicle’s brand, model, registration date, etc., which must match the “Vehicle Registration Certificate”. Export licenses will not be issued if the information does not comply.
Establishment of a dynamic management mechanism for enterprises: Strengthen the credit evaluation system for second-hand vehicle export companies, address instances of dishonesty, ensure companies fulfill their quality assurance obligations, and maintain fair competition in the market.
2. Enhanced Compliance Review
Export license application for modified vehicles: Companies exporting modified vehicles must provide proof of the authenticity of the modification and ensure the vehicles meet the national mandatory product certification standards. Vehicles that do not meet these standards will not be issued an export license.
3. Promoting the Healthy Development of Second-Hand Vehicle Exports
Enhancing international business capabilities of enterprises: Support companies in expanding into diversified markets through various trade promotion platforms, particularly in key markets, and encourage the establishment of display and trading markets.
Improvement of export infrastructure: Encourage enterprises to collaborate with vehicle manufacturers, overseas importers, and other partners to provide comprehensive after-sales services, technical support, and spare parts supply. Promote the development of specialized markets for second-hand vehicle exports and provide “one-stop” services for preparation, inspection, customs clearance, and logistics.
